Commentary: Washington D.C. has an unemployment rate higher than the national one, with nearly one in five people impoverished. The city council recently voted to force Walmart, who is building six stores and bringing 1800 jobs to the area, to raise its minimum wage. Walmart announced they were stopping construction.
